President Joe Biden recently signed an Executive Order that requires Federal agencies to include and enforce pro-union standards as part of their contracting and other investments to address climate change as well as infrastructure and domestic manufacturing needs. This means, for example, that the Federal government must give preference to projects involving employers committed to being neutral toward and voluntarily recognizing unions and, relatedly, providing better employee benefits. To promote full compliance with the Federal government’s more robust standards regarding labor rights and environmental protections, receipt of funds from the American Rescue Plan Act, Infrastructure Investment and Jobs Act, CHIPS and Science Act, and Inflation Reduction Act will be tied to compliance with those standards.
